Agrarian transformations in Soviet Central Asia and Kazakhstan: problems concerning the agrarian question in Eastern countries

Exploitation by landlords and rich peasants of poor peasants and landless labourers was a characteristic feature of pre-revolutionary central Asian states. The basic type of landless labourer was a tenant farmer forced to hire his labour by debt. Two stages of land reform are noted: (1) redistribution of landlords' land; and (2) reorganization of the peasantry.
