Ujamaa villages: institutional change in rural Tanzania

There has been a considerable gap between national ideas and rural implementation in Tanzania since the Arusha declaration. If this policy is to be successfully orientated to the rural areas it must give much more consideration to the variable needs of local people. The conflicts between national, regional and village planning and between village development and estate, state farm and co-operative development, have not yet been satisfactorily resolved.
