This paper traces some of the interrelationships which lead decision-makers in Latin America towards policies which favour colonization and settlement projects rather than favouring reform of existing agricultural systems (especially land reform). In the pursuit of greater agricultural production and rural welfare, settlement projects appear to be economically more costly because of the need for highly capitalized public works; but they do not incur the risk of conflict.
