Resisters to change: the case of the consolidation of Norwegian communes



International Review of Community Development (37/38): 111-152



Changes in the structure of Norwegian communes brought about by the consolidation of more than half of them into larger administrative units provided an opportunity to study problems of regulated social change. The study investigates the basis for resistance to this nationwide reform. A theoretical perspective including aspects of innovation/diffusion theory and centre/periphery theory was utilized as a framework to analyze resistance to planned change.
