Increased agricultural productivity and improved living and working conditions for the mass of small farmers, which constitute the basis of Pakistan's rural population, were recognized as the most important problems which Pakistan must solve. The impact of village/community development programmes continued to be minimal and so the Government launched the Integrated Rural Development Programme (IRDP) in 1972.
