This paper examines the prospects for the expansion of employment in agriculture and rural industry in India where in spite of thirty years effort to diversify, the rural occupational structure remains unchanged. Even if there were to be a deliberate 'social' intervention in favour of allocating larger resources to agriculture, the labour absorption capacity of Indian agriculture would be limited. The article describes the present situation and discusses the future prospects for the creation of rural industry and physical and social infrastructures that would be complementary to such measures.
