To attain the objectives of the UN Drinking Water and Sanitation Decade, particularly in the rural water supply and sanitation sector, there is a need to provide trained manpower, develop community participation in the programmes, make provisions for good operation and maintenance, and provide health and hygiene education. Definitions of "urban" and "rural" differ greatly throughout the world.
