Chapter (3) examines the importance of the agricultural surplus in economic growth and questions whether the class configurations required to pose the "agrarian question" in its classic form will emerge in peripheral societies. This issue is inextricably related to the characterization of peasant commodity production and its incorporation in the process of capitalist development.
