Based on earlier experiences, the objectives of rural development are now clearly accepted as (1) growth and production, (2) equity, i.e. distributive justice, and (3) full employment within a certain time-frame. The new strategy required is "decentralized micro-level planing for full employment". The programme contents necessarily differ from area to area.
