How not to learn from pilot irrigation projects: the Nigerian experience

The conventional conclusion drawn from the experience of irrigation schemes in Nigeria is that their problems are due to the absence of suitable management institutions, and empirical evidence is usually cited to support this view. These conclusions played a crucial but not determining role in the evolution of investment patterns and management policies.
