Ukrainian agriculture is short of labour. Over the year as a whole the average shortfall in state and collective farms is 10-16% and in peak seasons the shortage rises as high as one third in individual cases. The further outflow of manpower must definitely be compensated by appropriate use of technical inputs. The skill and training of the labour force is important in this connection as the higher it is, the higher is the level of productivity.
