It is argued that the lack of human resources constitutes the major constraint on the development of the region. Strategies for removing this constraint should involve (a) strengthening public administration at both central and local government levels. (b) manpower development which would improve the absorptive capacity of the modern sector. (c) formal and non-formal education programmes associated with other programmes in health, sanitation, nutrition, family planning and water management.
