Application of research results from the crosscultural study of human group size and function suggests organizational strategies suitable for promoting widespread improvement of land management and for development of supplementary irrigation. Improvement of land management may be most rapid if the necessary implements can be owned individually by even the smallest farmers, and by small-scale entrepreneurs.
