Hunger in India: the human factor

The paper outlines the history of hunger in India, emphasizing that while there have been numerous severe regional famines, there has been no All India famine. It is concluded that India has the resources, knowledge, skills, labour and materials to grow all the grain it needs and to produce a large surplus for export. It also has the skills and land to produce much needed fresh produce. It even has the knowledge and skills to re-afforest the mountains and plains.
