The world food problem is analyzed in terms of economic theory, in particular, how to explain the coexistence of food surpluses in the industrialized countries and deficit of food staples in so many other regions. The explanation lies in the fact that the objectives of agricultural production are largely determined by the market mechanism or basic planning principles. In any system, perception of needs is achieved through pricing, whether free, laid down, or guaranteed.
