The third world view: planning consultancy in the developing world

The role of the planning consultant in development of the Third World is discussed. Ideally, he/she should function as a supplement to local resources rather than as an independent entity. He/she should be fully aware of existing policies and standards in the host country. It is essential that he/she gain a deep understanding of local economic and cultural practices before starting work; it is helpful to associate with local consultants.
