A land use evaluation technique for decision makers

The evaluation techniques commonly used in land use planning have limitations that cannot be overcome by refining them further. This is because they have flaws that are inherited from the principles upon which they are based. Their rationale is traceable either to defined value systems or to the imperatives of rational planning behaviour.
