A model for the development of a self-help water supply program

This paper, the first of a series, presents one version of a practical model for developing, with high community participation, water supply programmes in developing countries. Consideration is also given to sanitation programme development. The crucial role and training requirements of field-level personnel are examined, together with the need to phase developments in sector programmes where self help strategies are adopted.
