Large scale settlement programmes currently being undertaken to settle landless people in Sri Lanka are substantially increasing the number of smallholdings, the size of which is rarely more than 7 ha. In the tropics, where climatic crop production factors are favourable all year round, the most relevant question is whether these smallholdings can be made viable units of production.
