Operational and organizational characteristics for effective irrigation systems

An alternative to purely technical solutions for improved water management is the formation of water user associations. These refer to any of the patterns of farmer-to-farmer or farmer-to-government contact designed to facilitate water delivery, application and removal. Local water administrations of five countries are examined and their various attributes analysed.
