The main causes of failure in Sahelian projects are identified: firstly, all problems are generally perceived as technical, with a focus on animals and the grazing environment rather than on herders; and secondly, an appropriate institutional framework for pastoral development is generally lacking. It was with these causes of failure in mind that the Niger Range and Livestock Project (NRL) approached the problem of pastoral development during 1979-83.
