The first paper (Clough and Williams) examines the origins and workings of marketing boards in terms of exports and the internal marketing system. A study of the marketing of cotton and sorghum in Hausaland between 1977 and 1979 indicates that the marketing boards' system has permitted the government to exploit farmers by paying them below the competitive market price which has led to the collapse of export agriculture in Nigeria.
