The study examines the administrative and financial processes that characterize the primary level of the Colombian educational system. Following an interdisciplinary approach, it analyzes the financial, political, labour union, and occupational problems that result in conflict, such as teachers' strikes. It documents in detail the process of each of the national strikes that occurred from 1968-79 and discusses the organization and labour union activity of the teaching force. The analysis is preceded by a description of the socioeconomic and political environment and the various educational developments in the country in recent years.
