The Gramodaya Mandalaya scheme in Sri Lanka; participatory development or power play?

The main object of the recently established Gramodaya Mandalaya scheme is to mobilize the existing village level organizations, so that they can participate in local development and administrative activities. A Gramodaya Mandalaya is formed in each village headman's district and has representatives from all existing village-level voluntary organizations. It is entrusted with the responsiblity of identifying the development needs of the area it represents and for preparing development plans.
