Agricultural development planning experience. A case study of Arab Republic of Egypt



Agriculture and Development in Western Asia (7): 28-59



The study focuses on five areas: (1) recent developments in Egypt's agricultural sector which illustrate the transformation taking place in the agricultural economy; (2) agricultural planning and performance, with emphasis on the change from comprehensive planning to project planning and the performance in the implementation of projects; (3) strategic issues in planning, analyzing the options open to the planner; (4) planning organization and process for the agricultural sector, particularly the institutional set up for planning; and (5) the challenges facing Egyptian agriculture, focusing attention on the need for faster growth and for ensuring growth with equity. Agricultural performance in Egypt in the past has been unsatisfactory, due mainly to lack of incentive-oriented policies and increasing public intervention in food production and consumption. Developments in the agricultural sector have a significant bearing on planning for this sector. Three major characteristics of the institutional aspect of agricultural planning in Egypt are highlighted: (1) if the country opts for developing a truly effective agricultural planning system, it needs a fairly high level of government commitment; (2) the planning process should not be rigid, but should change and evolve through time; (3) one of the essential prerequisites of effective planning is the development of a national system of agricultural statistics and a continuous flow of planning data into the system.
