After the failure of the Second National Plan which introduced collectivization in the south, the policy makers of Hanoi adopted a new policy based on three interests: the state, collective interests and those of the individual. Introduced by pragmatic technocrats, the new economic policy, which featured a return to private farming and economic liberalization, encouraged a slight increase in production during the first few years.
