Today, most developing countries have established some form of agricultural extension service. However, in many of these countries extension has had only a limited effect on increasing farm production and incomes, largely owing to a shortage of properly qualified extension workers. Two types of instruction are essential to produce capable field extension workers - basic, pre-service education and training, and in-service training.
