Cable TV in France: a non-market approach to industrial development

The UK and France have taken very different approaches to technological development in respect of cable television. The British government have adopted an incremental, market-oriented approach, whereas France has chosen a single-step, non market approach. In both countries, broadcasting is seen as a public service, although for different reasons.
