Can budgetary pressures bring CAP reform? In: Can the CAP be reformed? (Edited by J. Pelkmans)

CAP is seen to lead to uncontrolled increases in expenditure which will only be disciplined if the money runs out. Thus only the prospect that the policy will collapse because of lack of funds seems likely to lead to any real reform. This paper explores the reasoning which underlies this analysis and considers its validity.
