The aims of tourism and conservation are generally incompatible. If the economic potential of a historic tourist attraction is fully exploited, then tourism will reach destructive levels. However, conservation and tourism can be mutually beneficial if the historical heritage is used indirectly to stimulate tourism. Classical conservation policies are not workable in many countries and are too restrictive, as they do not allow for gradual changes in the heritage areas.
