Export restrictions as a means of avoiding 'critical shortages'

The economic effects of export controls are looked at from two different points of view. The first is an analysis of the consequences for the functioning of international trade as a risk pooling device. It turns out that export restrictions are likely to amplify price fluctuations on both the domestic and international markets. The second point of view focuses on the economic welfare effects.
