Extend recognition to disequilibrium and run key schools well

This paper contends that educational planners in China must proceed from the starting point of the great disequilibrium in economic, cultural and educational development in the country. It suggests that for key schools to be run successfully the status of educational work must be raised, key schools must develop different specialities and the quality of teachers must be improved.
