Survey of potential village sites for a village-scale biomass energy system

Four villages were surveyed in 1983 according to the following suitability criteria: need for electricity; availability of fuelwood within 5 km of the proposed project site; availability of a site for a project field laboratory, office building, sheds and kilns; availability of un- or underemployed labour; existence and availability of a market for charcoal and charcoal briquette and chemical by-products; availability and accessibility of a favourable site for additional fuelwood plantations; willingness of villagers to support the system; cooperation and support of local government officials; accessibility and/or nearness to proponent agency (FPRDI); and a favourable law and order situation. Socioeconomic profiles of proposed sites were described in terms of total population, number of families (taking 50 or 60 as the desirable number), av. family size, availability of medical and educational facilities, common vices of villagers, energy sources used, sources of livelihood and income, transport facilities and proximity to centres of economic activity. Probable socioeconomic benefits were assessed. Financial internal rate of return of the proposed system was calculated using local cost and revenue data, with cut-off rate set at 12%. The proposed project would involve charcoal production from energy plantation species such as Leucaena leucocephala, with use of by-product gases to generate electricity. Of the 4 villages surveyed, 2 were excluded as having electrification already present or underway, and one as having too few familes. The 4th satisfied almost all the criteria.
