An analysis is made of problems and government policies in the uplands of England and Wales, UK, and of the activities and policies of the 10 Regional Water Authorities (RWA) regarding recreation and amenity. The upland reservoirs present excellent recreation opportunties, but the lack of effective leisure policies by the RSWs means that much of this potential remains to be realized.
