The Laguna Lake Development Authority (LLDA), the Philippines, was established as a regional agency embodying an integrated approach to development and the environment. The Environmental Protection Division was established in 1978. The water quality management project is critically examined not only from a technical viewpoint, but also considering the institutional problems in relation to enforcement, municipalities, and infrastructure development.
