Attacking the elephant: reforming educational administration in Zambia

The paper discusses the issue of reforming educational administration in Zambia, with focus on the state school system run by the Ministry of General Education and Culture. Although the system has undergone several changes, these tend to exclude administrative concerns. Administrative problems are mainly structural, procedural and behavioural and reform efforts must attempt to tackle these.
