The paper first discusses the state of decentralization in Nepal, indicating that, although there have been attempts to apply decentralization in Nepal for over 20 years, these have mostly been in the form of deconcentration, considered the easiest and least threatening to the bureaucracy. Devolution has also been attempted in Nepal during same period, but devolution and deconcentration were two mutually unrelated efforts and both of them have failed.
