Farmers in Eastern and Southern Africa operate within a limited resource base, with low and variable rainfall, high radiation levels which increase the transpiration rate, poor physical characteristics of soil, and uneven land distribution. Agricultural research is the only development initiative that can directly improve the ability of small farmers to exploit the region's climate and soils.
