It is generally held by both industrialists and government development personnel that it would be impossible for something being produced in a capital-intensive manner to be produced better and cheaper if it were to be made with a labour-intensive process. The paper presents documentation from the Transkei to show that the labour-intensive processes are not only applicable, but viable at the microeconomic level.
