African ministers and their development partners gathered in Berlin to examine three critical questions: Progress achieved to date in implementing the UN programme in the food sector and prospects and requirements for translating the international consensus into joint action; How genuine progress can be made in achieving food security in Africa; How a policy framework can be created to promote agricultural production whilst ensuring adequate protection of the environment; How intraregional and interregional cooperation and trade among developing countries can be advanced in support of Africa's food objectives. The principal message which emerged from the Ministers' Round Table was that African countries are making great strides in meeting their commitments as laid down in the African Priority Programme and the United Nations Programme of Action. The international community, on the other hand, does not appear to be living up to its special-session commitment to make 'every effort to provide sufficient resources to support and supplement the African development effort'. Action has come nowhere near meeting the identified requirements of African countries, or the global aid target of 0.7% of Gross National Product. Ministers specifically called for action on four fronts: more adequate support to African countries' adjustment and policy reform efforts, in the spirit of the consensus reached at the thirteenth special session of the United Nations General Assembly; a major effort to reach a solution to Africa's debt crisis; significant improvement in the international trade and economic environment, in favour of African exports and terms of trade, seizing the opportunities presented by the GATT Uruguay Round of trade negotiations and by UNCTAD VII; and the revival of genuine North-South dialogue.
