This paper constitutes a critical review of FAO's 1986 report African agriculture: the next 25 years. According to the report, Africa's agricultural crisis can be attributed to six main factors: (1) policy bias against agriculture; (2) high population growth; (3) decine in the rate of development of arable land; (4) lack of technological change; (5) environmental degradation; and (6) an adverse external economic environment.
