The structural imbalances and unemployment in the Andalusian agricultural sector require public intervention. The political mechanism used for this in Andalusia has been the 1984 Agrarian Reform Law. Although this law was totally inadequate with respect to the social problems it attempted to resolve, it would have had better results if it had been supported politically and by the social groups it affected.
