The paper first considers the social origins of the agrarian reform in Articles 27 and 123 of the Mexican constitution of 1917, particularly Article 27 which declared land to be owned by the whole nation. The 1917-35 period saw some land being slowly redistributed. The Cardenas government after 1933 distributed 18.9 Mha and confronted the need to distribute irrigated land of highly productive haciendas by creating some collective ejidos.
