In the developing country context, domestic policies discriminating against agriculture are a major internal cause of poor agricultural performance. This discrimination is to a large extent the result of political factors. Political pressure by powerful non-agricultural interest groups, including the political elite and the state bureaucracy, leads governments to adopt macroeconomic and sectoral policies which benefit these groups at the expense of agriculture.
