In the sphere of agricultural policy making, the need is emphasized to base decisions on sound academic knowledge. The evolution of policy studies is discussed; the discipline is recognized as originating in 19th century Germany. In Poland, the early 20th century saw the appearance of academic textbooks on the subject. In the inter-war period, the emphasis was placed on the theoretical and practical aspects of agricultural prices, credit, market organization and cooperatives.
