For historical and cultural reasons, Brussels, Belgium, is quite distinct from other capital cities such as London or Paris. A homogeneous cultural and leisure policy does not exist and there is a significant difference between official government policy on the one hand, and the leisure behaviour of the Francophone and Flemish populations on the other.
