Culture provides the fundamental vitality of any society and acts as an instrument in its conservation and renewal. Cultural identity, the living nucleus of culture, helps society in its process of development. The article looks at creative and cultural life in general as a natural democratic right, at the development and dissemination of culture, at the cultural industries, and at the development of cultural information.
