When Promocion para el Campo, A.C. (Promocion) received a grant from the Inter-American Foundation in 1983, it seemed to have all the requisite features for starting a regional dairy project in the state of Tlaxcala in central Mexico. The founders of Promocion, a rural research and training organization, had worked for nearly a decade in the state and knew the local scene well.
