Expansion of sugarcane and livestock rearing in northeast Brazil. State policies and their economic and social origins

This study analyses the role played by state policies in the expansion and development of sugarcane and cattle rearing in Northeast Brazil (these activities were selected in view of their importance in the region). The economic and social consequences of these policies are identified. The basis of the analysis is the need for public management in order to overcome the obstacles to economic and social development which exist in this persistently poor region.
