The central chernozem zone of the Russian Federation is subject to unstable moisture conditions, and irrigation, first attempted there in 1892-96, is necessary to achieve its full agricultural potential. Basic goals of local land improvement measures include increased fodder supplies of the livestock sector and intensive vegetable production. Other methods of maintaining the water regime, such as snow retention and shelterbelt establishment, complement but cannot be substituted for irrigation.
